Driving or parking any vehicle on the Penn State Health Milton S. Hershey Medical Center campus is at the risk of the vehicle owner or operator. The University is not responsible for any damage, personal injury, or theft involving such vehicles.
All vehicles to be parked on campus must be registered and display an appropriate parking permit at all times, and all vehicles must also display a valid up-to-date license plate for the vehicle. For the purposes of these regulations, a motorcycle is considered a vehicle. Parking permits for tenants living on-campus can be obtained through the Housing Office, located in University Manor West.
Guests/Visitors Parking
- University Manor East (UME) guests are to park in the Centerview Garage or 1st or 2nd floor of the garage. (Anyone with a Penn State Health or College of Medicine parking pass cannot park in the garage )
- University Manor West (UMW) guests may park in UMW lots but should be registered at the Housing Office. Any unregistered vehicles that receive a ticket will pay amount due.
Parking Violations (resulting in a ticket)
- Vehicles must be parked between lines - designating a proper parking space.
- Absence of Housing parking pass displayed on vehicle.
- Parking in a numbered space that is assigned to another apartment other than your own.
- Parking in a “No Parking” area designated by a “RED” painted curb or a “No Parking” sign.
- Driving within the UME or UMW Student Housing complexes, or parking on the grass.
- Parking a vehicle with a Housing parking pass in non-housing controlled parking lot.
- Blocking access to a fire hydrant or sidewalks.
More than one violation may be written for the same continuing violation if the vehicle remains parked in violation for more than four (4) hours.
- Parking fines for all violations begin at $30
- Multiple infractions can be levied on one violation ticket.
- All parking fines are subject to change without advanced notification.
- Violating the same regulation continuously will face escalating fines per each repeat infraction. Abuse of parking privileges can result in a revocation of parking privileges, as well as possible impoundment.
All payments for parking violations are due within ten (10) days at the Housing Office.
Checks should be made out to “The Pennsylvania State University” and may be mailed to the Housing Office, 300 University Manor West, Hershey, PA 17033. To insure proper payment, the parking ticket must accompany your payment.
Failure to pay the penalty or appeal the violation, within 10 days, may result in the filing of a formal complaint with the District Justice. Appeal forms are available at the Main Hospital Information Desk and at the Housing Office.
Tenants may appeal any parking tickets issued in University Manor parking lots at the Housing Office located in University Manor West. ONLY University Manor parking lot tickets may be appealed at the Housing Office. Tickets for parking in other areas must be appealed through Parking Services, 717-531-3713.
Vehicles parked so as to obstruct traffic flow, obstruct other parked vehicles or otherwise hinder Medical Center or emergency operations may be towed away at the risk and expense of the vehicle owner.
Parking permits are the property of The Pennsylvania State University and must be returned upon termination of the lease or change in vehicle. Failure to do so will result in a $25 charge.
